Comprehensive Plan

The City of Kings Mountain comprehensive plan will be completed in December 2016.

The Kings Mountain Planning and Economic Development department is creating a comprehensive plan to foster the City’s growth and development as a civic, cultural, and economic hub that supports current and future residents, businesses, and creates opportunities for all. The comprehensive plan looks forward to Kings Mountain’s long-term future, ensuring that growth happens in a beneficial, healthy, and sustainable way.

The comprehensive plan builds upon City’s existing land use development plan, which was last updated in 1995 and the partially updated draft of the same document. A comprehensive plan guides a community’s development, addressing the entire community and describes how the community’s vision for the future is to be achieved.

The document will comprised of the following chapters: urban form and design, historic preservation, land use, transportation, economic development, downtown, housing, environmental quality and management, parks recreation and open space, public utilities, community facilities, public services, arts and culture, implementation and engagement. Each chapter will be comprised of several sub-sections. These sections will in determined, in part by public input reviewed by the steering committee.

Community Engagement Opportunities

To ensure the needs of the community are clearly articulated by the comprehensive plan, great effort is being made to hold community input meetings and plan visioning meetings. Information about meetings as well as opportunities to submit information to staff through this website are below.

The SWOT exercises are available for major sections of the plan. Each is available below as a PDF and can be downloaded for your use. Forms can scanned and e-mailed to, dropped off at City Hall or mailed to the planning department's attention.
